You can use new paper or fabric for these cuties, but leftover odds and ends work just fine. Use the fusible web on paper too...same as with paper, except no steam (regardless of what the directions on the package say). Fusible web works great with paper, and it's fast, fast, fast. No templates, dies or punches mean no size limitations. How 'bout that!
